This competitive solicitation is posted on behalf of the State of Washington, Department of Health (DOH), Washington State Department of Health (DOH) Office of Drinking Water (ODW). The DOH ODW requires a qualified contractor to complete ODW’s transition from the DOH data platform (Sentry) to EPA’s Safe Drinking Water Information System (SDWIS) State application suite, herein referred to as “The Project” or “Project.”
Purpose and Scope: The existing ODW Sentry application will be replaced with the US Environmental Protection Agency’s (EPA) SDWIS application suite. We are looking to have an EPA SDWIS-knowledgeable and -experienced vendor prepare and implement this solution. Also, we have unmet federal report requirements which this project will fulfill.

This procurement seeks to secure a vendor that can provide Starlink hardware and services to support the Washington State Department of Transportation’s statewide operational needs. The primary purchase includes Starlink terminals, associated accessories, and service plans, along with program management functions such as ordering, tracking, reporting and billing administration. These services will support fixed sites, mobile operations, and remote field deployments where traditional cellular or wireless connectivity is insufficient. The contract is also intended to streamline administrative overhead, reduce costs, and establish a structure compatible with federal funding requirements for future expansion.
