This competitive solicitation is posted on behalf of the State of Washington, Department of Health (DOH), Prevention and Community Health (PCH), Sexual and Reproductive Health Program (SRHP). The DOH SRHP requires a qualified contractor to provide third-party data manager solution. The services required include providing, operating, and maintaining a secure, HIPAA-compliant and Uniform Health Care Information Act-compliant Clinic Visit Record (CVR) data system.

This role requires a professional with advanced training and substantial experience in water resources, irrigation, or agricultural sustainability; demonstrated success in collaborative governance and stakeholder facilitation; and the ability to translate complex technical and regulatory information into clear, actionable policy and communication materials. Work priorities may evolve over the duration of the contract in response to changing state, regional, and federal water policy, planning, and funding conditions, requiring flexibility and adaptability.
