As a very small business (under 30 employees) that won a subcontract for an EPA project, we were required to provide documentation to the Prime Contractor that was very extensive and difficult to navigate. Also, and more problematic, was the mandatory update to our SAM account that took 3 weeks, and 3 repeat visits to an attorney to notarization the same document. SAM required small changes, such as "don't use the word suite, use the word Ste. instead" and would not accept the doc without that change.
