Contract description:

Seattle Public Utilities (SPU) is seeking a consultant team to complete design and construction support of drainage improvements of the South Park Drainage Improvements phase 2 project. The South Park Lower Industrial sub-basin has a long history of flooding, up to multiple times per year, from stormwater, overland flows, and lack of adequate drainage infrastructure. Additionally, streets in this industrial area are in poor condition. The City of Seattle has undertaken a major program to construct drainage and roadway improvements, a stormwater pump station and is in options analysis for a future water quality facility.

Prior drainage and roadway improvements in the Lower Industrial Area include the multi-modal West Duwamish Trail along S Portland St between 2nd Ave S and 8th Ave S, as well as the South Park Drainage and Roadway Improvements Phase I Project, which improved drainage and right-of-way mobility along 10 blocks. The City is now moving to design the next tier of priority investments. This project is anticipated to improve drainage and mobility along roughly 6 blocks. The total estimated contract amount is $4.5M and the total project budget estimate is $26M. The final completion date of all phases of work conducted under this contract is estimated to be the end of 2030. SPU intends to execute a single, 5-year phased consultant services contract, with an option to extend additional years.
