Contract description:

The Washington State Criminal Justice Training Commission (“WSCJTC” and/or the “Commission”) is issuing this Request for Proposals (RFP) pursuant to RCW 39.26 for the purpose of soliciting proposals from skilled and qualified entities interested in developing and administering a training program for mental health and substance use disorder professionals to create familiarity and cultural competency in the treatment of first responder clients.

Scope of Work:

The Commission is seeking to contract with an organization that can provide the following services:

1. Develop and administer a training program for mental health and substance use disorder professionals to engender familiarity and cultural competency in the treatment of first responder clients.

a. The contracting organization must consult with mental health professionals, substance use disorder professionals, law enforcement officers, corrections officers, firefighters, emergency services dispatchers or recordkeepers, and emergency medical personnel when developing the training.

b. The contracting organization may develop the training to have in-person, virtual, and hybrid participation options to expand availability and accessibility of the training.

c. The training must be offered at least six times annually, with at least one training offered quarterly. The first training must be offered by September 30, 2025.

d. The training must be provided free of charge to mental health and substance use disorder professionals who are interested in treating first responder clients.

e. The training must include an opportunity for firsthand, experiential learning (i.e., ride-along, job shadowing, etc.).

f. The training must include a certificate of course completion.

2. As a part of their proposal, provide the Commission with a detailed training syllabus and schedule that meets the requirements outlined above. Syllabus details must include topics with summary descriptions for each, the total time planned for each topic, and the number of instructors required for each training offered. The training schedule must cover at least one complete training year and align with the Washington State fiscal year of July 1st to June 30th.

3. The contract awardee will provide the Commission with transferable lesson plans for the training outlined above prior to June 16, 2025.

4. After each training delivery, provide the Commission with summary information related to each course offered, including a list of participants that achieve course completion, and a copy of each course completion certificate awarded.

Qualified applicants must:

• Have expertise in mental health and substance use disorder counseling and treatment of first responders.

Budget:

Applicants must submit a detailed budget proposal, including:

• Course development costs

• Course delivery costs

• Course maintenance/update costs

• Travel costs, if required
