Contract Location: Washington State, statewide or regionally.

Contract description:

The State of Washington Energy Facility Site Evaluation Council (EFSEC) is conducting a competitive procurement to award one (1) contract for one (1) Contractor to provide environmental consulting services on an on-call basis for the review and analysis of the potential environmental and other impacts of proposed plans for privately funded energy production facilities.  The Contractor shall provide environmental consulting services on an on-call basis for the review and analysis of proposed plans for privately funded energy production facilities’ environmental and other impacts.  These proposed energy production facility sites are located primarily in Eastern Washington, but also other areas of Washington State.

Total potential or estimated contract sales for this Competitive Solicitation are not known.  Historically, for prior contracts, EFSEC’s annual total sales averaged approximately $1,112,400 for environmental consulting needs.  In 2022, there was a total of six (6) energy facility site applications.  There were seven (7) site applications in 2023; and (8) eight applications in 2024.  All projects were located in Eastern Washington, with the exception of one project in Western Washington.  EFSEC has five (5) continuing application reviews that will be completed under this contract.  EFSEC anticipates additional application submissions each year under the term of this contract.  EFSEC also expects a significant transmission project in 2025 that will extend across the entire state, from Eastern to Western Washington.

Scope of Work:

The environmental team will review site applications and other responsibilities as detailed in the scope of services in the draft contract. This team will consist of the following positions and responsibilities: (1) Project Supervisor (or similar title) with expected tasks that include leading and overseeing project management, managing resources, budget and schedule in order to meet deliverable expectations; (2) an Environmental Monitor (or similar title) to ensure that construction activities comply with relevant environmental regulations and permits, preparing reports to document monitoring findings and compliance status, and communicating findings and recommendations to project supervisor and EFSEC; and (3) a Field Technician (or similar) with tasks that include field surveys and data collection, basic resource analysis, preparation of reports to summarize test results and findings, and supports the project supervisor in the preparation of deliverables.
