Contract description: Enterprise Services is using this Competitive Solicitation to solicit value-added bids from innovative, qualified Bidders to provide document accessibility and pdf remediation services (“Goods/Services”) that, at a minimum, meet or exceed any required minimum specifications for the Goods/Services and/or the required minimum performance requirements for Bidders who are awarded a Contract as stated in Exhibit D – Contract.

This statewide contract is for the remediation of documents, which means transforming or remediating a digital document (such as a PDF) to meet required accessibility standards.

This Competitive Solicitation is part of the Washington State Purchasing Cooperative. The resulting Contract will be available for use by all eligible purchasers at their option, including any approved Participant. These Participants can include purchasers from any state. Participants will decide whether the Contract meets their needs and whether they use the Contract to purchase the Goods/Services.

An accessible document should meet WCAG 2.2 AA technical standards, and when in PDF format, the document should meet PDF UA ISO 14289-1 or 14289-2 technical standards. If these standards are updated during the lifetime of the contract, the documents must meet the most current standard adopted by WaTech policy (for the State of Washington), or the most current standard at the time. When a document is accessible, this means users must be able to independently acquire the same information, engage in the same interactions, and enjoy the same services within the same timeframe as individuals without disabilities, with substantially equivalent ease of use.
