
Washington PTAC and the Northwest Small Business Transportation Resource Center are pleased to present the following virtual trainings targeted to firms on the Olympic Peninsula. What: Quality training for businesses on various topics related to doing business with government entities and primes as well as bonding and construction.
Who: There are a total of 8 trainings, 4 of which are targeted to construction firms and 4 that are open to all industries.
When: The first session begins March 30 and continues twice a week through April 22
Why: The training providers seek to increase government contracts and subcontracts to firms in the Olympic Peninsula region.
How much does it cost? Just your time. The training is offered at no cost as a result of federal funding provided by the US Department of Transportation and the US Department of Defense.

Session Details
Firms that complete all 4 construction sessions (noted with * below) may be eligible to apply for a membership into the North Peninsula Building Association (Limited to 3 firms. Must qualify).
Week 1
March 30* – Surety Bonding & Construction Accounting and Financial Management:
This session focuses on the following:
- What surety bonds are and the various types of surety bonds, how to begin the process of obtaining a bond, the role of the agent/producer and underwriter, the prequalification process, the 3 “C’s” – capital, capacity and character, the costs of bonding, and how to develop a surety bond relationship.
- Basic construction accounting concepts and will provide an overview – from job costing to financial reporting – as well as construction-specific practices that introduce the contractors to construction accounting fundamentals. These fundamentals include: debits and credits and how they work, accounting for job cost, work-in-progress (WIP) schedules, percentage-of-completion revenue recognition, and developing financial statements.
April 1 – Introduction to Government contracting
This session provides a quick overview of what it really takes to do government contracting. Your products, staffing, accounting, technology, and marketing. Furthermore, the necessary steps to be a successful government contractor will be explored.
Week 2
April 6* – Estimating, Bidding, Job Costing, and Overhead Costs
The session covers methods of computing measurements, including off-the-shelf estimating software, metric conversions and essential mathematical formulas for estimating and planning construction projects, and preparation of bid documents. The session also covers such topics as plan reading, estimating and bidding, types of contracts (lump sum, cost plus fee, etc.), common contract forms, project planning methods, job costing and scheduling, management of subcontractors, the proper expedition of change orders, and measuring project performance.
April 8 – Registrations & Certifications for Government Contracting
This session goes through all of the steps necessary to register with various entities: federal, state, local. Additionally, the presenter will explore socio-economic certification benefits and eligibility.
Week 3
April 13* – How to do Business with the Government for Construction and related firms
This session will cover considerations for businesses when entering the government marketplace.
April 15 – Marketing to the Government
This session teaches guidelines for acceptable capability statements for federal and state agencies as well has how check out opportunities, competition and resources for developing your marketing strategy.
Week 4
April 20* – Contracting Opportunity Networking with local agencies and graduation celebration.
Invited agencies include Washington State Department of Transportation, Port of Port Angeles, and resource partners.
Invited Agencies include local counties, cities,, the Port, and local prime contractors.
