PURPOSE:

The purpose of the Draft Request for Proposal (RFP) W912DW24R0004 is to seek industry input regarding the contents of the draft documents that are being provided to help the Government improve upon and prepare eventual final RFP documents for the Howard A. Hanson Dam Fish Passage Facility.

The purpose of the Virtual Industry Day is to provide an update to industry on the status of the Howard A. Hanson Dam Fish Passage Facility design efforts and to provide information on the intended/contemplated delivery method the Government is pursuing. The government is pursuing an Early Contractor Involvement (ECI) via Integrated Design and Construction (IDaC) delivery method for the construction of the new Howard A. Hanson Dam Fish Passage Facility. ECI-IDaC is a variation of the ECI-FPIS (Fixed-Price Incentive Successive Targets) delivery method in accordance with FAR Part 16.403-2 whereby the Government and the selected Contractor agree to terms on a Firm Fixed Price base for preconstruction services that will work in tandem with the Government design phase. Once design is complete the Government and the Contractor would then agree on a Firm Fixed Price option for construction. The contract would operate in an incentive mode during the design and preconstruction phase as it pertains to the eventual construction option pricing.

DRAFT REQUEST FOR PROPOSAL:

Please review the Draft RFP and provide input, questions, and/or inquiries to the Government. Input, questions, and/or inquiries from the interested PRIME contractors will be received, answered, and documented beginning after this Notice is posted on SAM.gov and continuing until 5 January 2023. Questions can be received before, during, and after the Industry Day and site visit; these questions and Government answers will be posted to ProjNet. Contractor Inquiries about the Draft RFP, Drawings, and any other information discussed during the Industry Day and site visit should be submitted in ProjNet at www.projnet.org, the inquiry period will be open from the time of posting through 1600 PST 5 January 2023. ProjNet Inquiry Instructions are attached to this announcement.

PLEASE NOTE: No proposals are being requested in response to these draft documents and none will be considered.

This announcement is not a contract solicitation, request for proposal, promise to issue any future contract, forum to discuss upcoming work, nor commitment to offer work of any kind on the part of the Government. In event the Government does issue a contract solicitation or request for proposal for this project in the future, the Statement of Work and the Evaluation Criteria may change from that presented in this draft RFP. The Government will not assume liability for costs incurred by an attendee or for travel expenses for attending the site visit.

VIRTUAL INDUSTRY DAY INFORMATION:

The Government will conduct a Virtual Industry Day that will include a presentation and open-forum question and answer session to further exchange information and get industry input/feedback.
