Contract Location: Statewide

Contract description: The Washington State Public Employment Relations Commission (PERC) is issuing this Competitive Solicitation pursuant to RCW 39.26. Pursuant to this Competitive Solicitation, PERC intends to conduct a competitive procurement to award up to three (3) contracts (“Contracts”) for Court Reporter and Transcription Services.

PERC has jurisdiction over public sector labor relations and collective bargaining in Washington. PERC assists with resolving labor-management disputes and administers collective bargaining laws covering approximately 475,000 public sector employees statewide.

PERC is establishing a pool of vendors for Court Reporter and Transcription Services to be used by PERC on an as-needed basis for Unfair Labor Practice, Representation, and Unit Clarification hearings throughout Washington State, and possibly the following out-of-state bordering counties: Latah County, Idaho; Kootenai County, Idaho; and Multnomah County, Oregon.

Based on prior procurement experience and business judgment, PERC estimates that the total value of each Contract to be awarded is less than $150,000. Accordingly, because the total Contract value (over the initial term of the Contract) is estimated to be less than $150,000, PERC, consistent with state procurement policy, see Enterprise Services Policy No. POL-DES-090-06 – Supplier Diversity Policy, intends to award sheltered market contracts “Sheltered Market Contract(s)”).

Commodity codes: 600-49 Court Reporter Equipment, Accessories and Supplies; 600-52 Dictating Machines; Transcription Machines; 961-24 Court Reporting Services; 961-72 Transcription Services: Academic, Braille, Legal, Medical, etc.
