Contract description: Upcoming Bid Opportunities

Hensel Phelps has been selected by the Port of Seattle to be the General Contractor / Construction Manager (GC/CM) for the Baggage Optimization Project – Phase 3 (BOP3) at the Seattle-Tacoma International Airport (SEA).

Phase 3 concludes the Baggage Optimization Program allowing for complete baggage flexibility to check any bag at any ticket counter to be delivered to any airplane, accommodate passenger volume growth, and meet TSA safety mandates. Phase 3 will tie-in all the south-end systems to centralized screening, including the International Arrivals Facility (IAF), and finalize the sortation and ticket counter connections. All work areas are within the sterile/secure portions of the Baggage and Ramp levels and generally in Concourse A with limited work in the Main and Central Terminals, and Concourses B and C.

Construction will occur in 53 Steps (phases) scheduled to begin second quarter 2025 and achieve Substantial Completion first quarter 2029.
The bid packaging and procurement process is per RCW 39.10.
The project has a goal for certified state DBE and/or self-identified WMBE firms and a WMBE aspirational goal of 4%.
The project has a Project Labor Agreement (PLA) and will also require Prevailing Wages and submission of Certified Payroll.
The project trade partner agreement format for the GC/CM issued bid packages will be the Hensel Phelps standard subcontract or purchase agreement as applicable. These agreement forms will be included with each bid package.

Performance and Payment bonds are required for subcontracted work and a Supply bond is required for furnishing of materials per a Purchase Agreement for all contract amounts that exceed $100,000.
Bid Bonds are required to be submitted with bids.
