Contract description:

The purpose of this solicitation is to engage a qualified Public-Private Partnership (P3) Advisor to assist WSDOT in developing and establishing a new P3 program framework, governance, policies and rules to ensure the P3 program is ready for solicitations starting January 1, 2027.

The Advisor will provide strategic, financial, technical, and legal guidance to support the development of policies, frameworks, procedures, identify and evaluate potential pilot projects that should be considered upon the effective date of the program on January 1, 2027, that advance the department’s mission to deliver infrastructure and public services efficiently and transparently.
