RFP # 2334-824, Washington Fatherhood Study
The State of Washington, Department of Social and Health Services (DSHS) has issued an RFP seeking the following services: The purpose of this Contract is to provide the Washington Fatherhood Council (Council) and its broad stakeholders a comprehensive view of the state of fatherhood in Washington. This study will provide baseline data around public investment with an emphasis on racial demographic analysis against which to measure positive development and recommendations for immediate and long-term actions within our current environment and prospective opportunities for policy change.
The Washington Fatherhood Council (Council) was founded in 2018 at a statewide Summit sponsored by 20 public and private partners who launched this Council after two days of study of the issues facing marginalized fathers. The Summit included a review of the then-available data regarding fathers’ utilization of variety of public programs. The University of Washington conducted a survey of fathers in 2019, followed in 2020 by a Council-conducted survey of father-friendly services in Washington. The collected data revealed that the greatest challenges fathers faced were: 1) lack of time to spend with their children, 2) lack of available services for fathers, or the lack of knowledge about such services, 3) social stigmas around fathers as caregivers, 4) economic hardships resulting in being unable to meet child support obligations imposed on them as non-cohabitating and non-custodial fathers, often resulting in challenges around visitation. The Council values fatherhood inclusion, access and belonging for all fathers and father figures in our public and private systems, and works through leadership development, partnership, awareness raising, and system transformation.
