Contract description: The Office of the Insurance Commissioner (OIC) is issuing this procurement to solicit responses from individuals or vendors interested in participating on a project to provide an assessment of options related to access to and consumer protections regarding Medicare supplemental insurance.
The contractor selected will be required to conduct a study that will provide initial analysis on:
- The total number of Washington state residents enrolled in Medicare.
- The total number of Washington state residents enrolled in Medicaid who have turned or will turn age 65 during the public health emergency with respect to the coronavirus disease 2019.
- The estimated impact on premiums, enrollment, and increased access for certain individuals if the state were to have an annual open enrollment period during which Medicare supplemental insurance was guaranteed issue, or if Medicare supplemental insurance was guaranteed issue throughout the year.
- Medicare supplemental insurance policy protections in other states and their impact on premiums and enrollment in these policies.
Required experience includes, but is not limited to:
- Demonstrated knowledge of, and experience in, the area of work for which the proposal is being submitted.
- At least five (5) years’ experience with health insurance data collection, aggregation, and analysis, including financial analysis, and preparing findings of analyses that inform state health policy development and implementation.
- Experience in health insurance actuarial analysis for public entities, states, or departments of insurance.
- At least one individual proposed to complete the Scope of Work in Section 1.2 of this RFP must have membership in the American Academy of Actuaries specializing in health insurance.
