Notification of changes to the procurement schedule prior to the response due date and time will be sent electronically to all properly registered users of Washington’s Electronic Business Solution (WEBS) who downloaded this solicitation from WEBS. Changes to the procurement schedule after the response due date and time may be communicated to all Bidders reflecting the change. All documentations related to this solicitation are available on WEBS.
Description Of Opportunity:
The purpose of this solicitation is to result in a contract with a qualified vendor to provide a detailed and auditable process of selecting potential cannabis licensees to participate in the Social Equity license lottery.
Portion of the Scope of Work
Contractor shall conduct a fair, impartial review of cannabis retail applications for the Social Equity Program to:
- Determine eligibility for Social Equity License applications
- Ensure that applicants (persons and entities) are identified in only one application
- Identify the preferred jurisdiction selected by the applicant. Each applicant may select only one jurisdiction
- Determine the applicant’s rank by preferred jurisdiction using a scoring rubric provided by the WSLCB
- Request and obtain necessary supplemental application materials from the applicant
- Verify information provided by the applicant
- Identify current title certificate holders for retail cannabis and inform the WSLCB whether they meet the minimum requirements for a social equity applicant
- Provide information for applicant workshops
- Provide translation services for applicants for whom English is not their primary language (the majority of these LCB applicants speak Spanish, Korean, and Russian)
- Provide testimony in administrative and superior court hearings, at the request of the WSLCB
