Contract description:

The State of Washington, Department of Health (DOH) Office of Environmental Public Health Sciences (OEPHS) is seeking a qualified contractor to facilitate the design of a participatory budgeting process. The 2023-2025 state budget allocated funding for community informed budgeting (ESSB5950 section 222(124)(a) of 5950-S.PL) following a recommendation from the state Environmental Justice Council to address decarbonization and climate resilience in overburdened communities. OEPHS plans to initiate this process by focusing on youth pilot projects in three of the priority communities.

To prepare for the youth pilot participatory budgeting projects, OEPHS will convene and compensate a Steering Committee of 9-12 young people aged 16-25 to work with the bidder to define decarbonization and climate resilience at the community level and design the participatory budgeting pilot. It is expected that the Steering Committee will convene over a 4-month period (between February 2025 and May 2025) in 10-15 sessions virtually and/or hybrid.

Scope of Work:

The State of Washington, Department of Health (DOH) Office of Environmental Public Health Sciences (OEPHS) is seeking a qualified contractor to facilitate the design of a participatory budgeting process with an approximate total of 9-12 youth aged 16-25 from overburdened and underserved communities in Yakima County, East Central neighborhood in Spokane, and Tacoma.

More specifically, the contractor will be expected to, in the context of participatory budgeting and environmental justice:

Build relationships between DOH and youth

• Facilitate (virtual/hybrid) 10-15, (2) hour capacity building sessions with youth covering:

1) environmental justice with specialized focus on decarbonization and climate resilience;

2) participatory budgeting; and

3) project/process design.

• Facilitate the design of a pilot participatory budgeting process to be used in the future.

• Effectively coordinate and collaborate with DOH’s participatory budgeting team members to ensure that the youth participants are effectively understanding the participatory budgeting process.

• Support youth participants with curricular support as needed.

• Develop a report detailing the youth-designed participatory budgeting implementation process, including an explanation of key outcomes and decisions.

• Meet regularly with DOH’s participatory budgeting implementation team to finalize facilitation outcomes and materials, troubleshoot challenges, and collaborate to meet project milestones. Please note that the contractor will not be expected to manage the selection or compensation of the youth participants.

For this first cycle, success will be defined as:

• The completion of the three capacity building foci.

• Youth-derived definitions for decarbonization and climate resilience.

• Sustained youth participation and engagement .

• A complete report on the design of the youth pilot Participatory Budgeting Project (including notes, reports, lists, meeting dates, etc.).

• A refined list of recommendations concerning participatory budget design informed by youth who have received significant capacity building on the three capacity building foci.
