The SR 520 I-5 to Montlake and Bridge Replacement Project will replace the existing Portage Bay Bridge (WSDOT Bridge 520/3), with two new parallel box girder bridges across Portage Bay, replace off-ramps, replace overcrossings with new contiguous lid structure, relocate utilities, retaining walls, new landscaped bicycle and pedestrian crossing over I-5, shared-use trail on the new Portage Bay Bridge, and other multimodal improvements.

All interested subcontractors, efforts to provide SBE/VOB/MWBE opportunities are encouraged in accordance with these Specifications. The Contracting Agency has established the following two enforceable SVBE goals: Small Business Enterprise (SBE) 5%, Veteran-Owned Business Enterprise (VOB) 3% and the following two voluntary goals: Minority Business Enterprise 10% & Women Business Enterprise 6%. All interested subcontractors, please indicate all lower tier SBE/VOB/MBE/WBE participation offered on your quotation. Skanska will assist qualified subcontractors, vendors, & suppliers in obtaining bonding, lines of credit, insurance, necessary equipment, materials and/or supplies. Skanska will also review breaking out scope packages and adjusting schedules to help permit maximum participation when feasible.

If you are a SBE/VOB/MBE/WBE firm, please provide your certification letter with your proposal. Abide by the insurance requirements as stated within the General Contract and Subcontract and promptly provide certificates of insurance for general liability, automotive, and workers. Other insurance requirements may be necessary per scope or RFP requirement. Be sure that you understand the insurance requirements prior to submitting your bid. Subcontractors may be required to furnish performance & payment bonds in the full amount of their subcontract by an admitted surety & subject to approval by Skanska. Quotations must be valid for the same duration as specified by the Owner for contract award. Conditions or exceptions in Subcontractor’s quote are expressly rejected unless accepted in writing. Skanska is signatory to the Operating Engineers, Laborers, Cement Masons, & Carpenters Unions.
