Contract description: The Washington State Department of Enterprise Services (Enterprise Services) is issuing this Competitive Solicitation pursuant to RCW 39.26. Pursuant to this Competitive Solicitation, Enterprise Services intends to conduct a competitive procurement to establish and award multiple Statewide Contracts for Washington state agencies and other eligible purchasers to purchase certain information technology development services (i.e., services that provide expertise to create the technology infrastructure for an organization and augment organizational capabilities. These services are dedicated to the process of creating, building, designing, deploying, and supporting IT framework). “IT Development Services”, by experience level (journey, senior, expert), from innovative, professional, qualified bidders.

Washington state agencies and other eligible purchasers have operational needs for IT Development Services. Accordingly, to provide a cost effective and efficient competitive procurement solution for Washington state agencies and other eligible purchasers to purchase IT Development Services, this Competitive Solicitation is divided into four (4) separate categories, each with three (3) subcategories: journey level, senior level, and expert level.

  • Category A: Web Developer Services: Web development is creating innovative design and layout of compelling websites that offer an effective, user-friendly environment that is easy to manage and meets standards for web architecture, accessibility, and functionality.
  • Category B: Application Developer Services: An Application Developer is responsible for management of
    application systems and client server analysis, implementation, integration work, maintenance, custom
    development, and support for complex applications. They are responsible to perform the planning, design and development of organizational applications, which support all line-of-business requirements.
  • Category C: Software Tester Services: A Software Tester utilizes industry tool sets to validate full functionality of systems as well as interoperability with databases and both horizontal and vertical integration with other interfaced systems. This is not limited to testing as it encompasses quality assurance for products, user experience for software/applications and accessibility.
  • Category D: IT Architect Services: An IT Architect is responsible for architecting, engineering, designing, and implementing technical solutions. An IT Architect will design or evaluate the architectures across the enterprise and develop or lead others in the development of full stack solutions including Cloud technologies, middle tier components, network infrastructure, databases, reports, and other enterprise solutions with an ability to work with legacy custom software

Through the Statewide Contracts established by this solicitation, Washington state agencies and other eligible purchasers may obtain contracted IT Development Services.
