PROJECT LOCATION: Olympia
PROJECT DESCRIPTION: The Washington State Office of Financial Management (OFM) is initiating this Request for Qualifications and Quotations (RFQQ) to solicit proposals from firms interested in conducting an expenditure review of state funds. The 2018 Legislature passed E2SHB 1570 which requires OFM to contract an independent expenditure review of state funds received and deposited into the Home Security Fund Account under RCW 36.22.179(1)(b) on a biennial basis. Per RCW 43.185C.060.
The objectives of this report are to complete an expenditure review of document recording fees collected under RCW 36.22.179(1)(b), and determine whether 45% of the total fee revenue was reserved for private rental housing payments, and provide recommendations for future methods of examining the performance of private market housing providers, for which 45% of the document recording fees are set-aside, in achieving statewide policy priorities.
ESTIMATED CONTRACT TERM: September 15, 2021 – February 28, 2022 with an option to renew the contract for up to four years.
