Project Description: This Design-Build project will create a dual express toll lane (ETL) system from south of the I-405/SR 522 interchange to the I-405/SR 527 interchange. This project includes new lanes, direct access ramps, interchange improvements, Stride bus rapid transit stations and related facilities, and new fish passage culverts within the project vicinity.

Requested scopes include, but are not limited to the following and should be based on Contract and its amendments: Demolition, Clearing and Grubbing, Construction Access, Culvert Removal, Roadway/Structure Excavation, Drainage Systems, Grading, Gravel Borrow, Crushed Surfacing Base Course, HMA Paving, Pavement Marking, Concrete Pavement, Moment Slabs, Fencing, Guardrail, Roadside Restoration, Traffic Control, Erosion Control, Temporary Stream Diversion, Temporary Erosion and Sediment Control, Ground Improvements, Drilled Shafts, Secant Piles, Soldier Pile and Geosynthetic Walls, Noise Walls, Retaining Walls, Soil Nails, Bar Reinforcing Steel, Ready mix, Concrete Flatwork, Inlets, Media Filter Drains, Biofiltration Swale, Precast Girder Supply, MSE Walls, Joint Seals, FRP Column Wrap, Column Casings, Polyester Overlay, Construction Area Signs, Concrete Highway Barriers, Bridge Barriers, Electrical/Lighting/ITS, Ground Anchors, Landscape, Milling, Miscellaneous metals, Monitoring, Painting, Signage, Sign Structures, Toll Gantries, Survey, Temporary Concrete Barrier, Trucking, Sweeping, Crane Rental, Temporary Shoring, Pipe Material Supply, Concrete Formwork, Temporary Water Pumping, Temporary Water Treatment Systems, Quality Control Testing & Inspection, Elevators, Escalators, Plumbing, Masonry, Glazing, Handrails Temporary Office Trailers, Equipment rentals, Concrete Pumping.

Subcontracting Requirements: Skanska is an Equal Opportunity Employer and is requesting quotes from all qualified subcontractors and suppliers. All interested subcontractors, efforts to provide SBE/VOB/MWBE opportunities are encouraged in accordance with these Specifications. WSDOT has established the following two enforceable SVBE goals: Small Business Enterprise (SBE) 5%, Veteran-Owned Business Enterprise (VOB) 3% and the following two voluntary goals: Minority Business Enterprise 10% & Women Business Enterprise 6%. All
interested subcontractors, please indicate all lower tier SBE/VOB/MBE/WBE participation offered on your quotation as it will be evaluated with your price. Skanska will assist qualified subcontractors, vendors, & suppliers in obtaining bonding, lines of credit, insurance, necessary equipment, materials and/or supplies. If you are a SBE/VOB/MBE/WBE firm, please provide your certification letter with your proposal; Skanska will also review breaking out scope packages and adjusting schedules to help permit maximum participation. when feasible. Please abide by the insurance requirements as stated within the General Contract and Subcontract and promptly provide certificates of insurance for general liability, automotive, and workers. Other insurance requirements may be necessary per scope or RFP requirement. Be sure that you understand the insurance requirements prior to submitting your bid. Subcontractors may be required to furnish performance & payment bonds in the full amount of their subcontract by an admitted surety & subject to approval by Skanska. Quotations must be valid for the same duration as specified by the Owner for contract award. Conditions or exceptions in Subcontractor’s quote are expressly rejected unless accepted in writing. Skanska is signatory to the Operating Engineers, Laborers, Cement Masons, & Carpenters Unions. Subcontractors must provide weekly, one original and one copy of all certified payrolls, including non-performance and fringe benefit statements if required by law or by the Prime Contract.
