Hazard Mitigation Plan Update
Requested by the Shoalwater Bay Indian Tribe

The Shoalwater Bay Indian Tribe is seeking proposals from qualified firms to update our existing Hazard Mitigation Plan in accordance with Federal Emergency Management Agency (FEMA) guidelines. The purpose of this update is to identify and assess natural and man-made hazards, and to develop strategies to mitigate or reduce the potential impacts of these hazards.
Proposals that reflect experience working with Native American tribes with proven abilities in the areas of developing and writing Hazard Mitigation Plans in accordance with FEMA guidelines will be the most competitive.

The successful proposer will demonstrate, on the part of the lead planner, knowledge and experience in tribal/local/regional/ and state levels of experience in developing and writing Hazard Mitigation Plans in accordance with FEMA guidelines.

The Shoalwater Bay Indian Tribe reserves the right to waive any informality in the proposal process and will award the contract(s) based upon the qualifications and experience of a firm that best meets the type of work necessary and that are deemed to be in the best interest of the tribe.

Scope of Work

The Shoalwater Bay Indian Tribe is seeking the services of a qualified firm to update our existing Hazard Mitigation Plan in accordance with Federal Emergency Management Agency (FEMA) guidelines. The purpose of this update is to identify and assess natural and man-made hazards, and to develop strategies to mitigate or reduce the potential impacts of these hazards.

The contractor will provide but is not be limited to the following services:

  • Reviewing the existing Hazard Mitigation Plan and identifying any deficiencies or areas that require updating.
  • Conducting a hazard identification and risk assessment process to identify and prioritize hazards based on their likelihood and potential impacts.
  • Developing mitigation strategies for each identified hazard, including cost estimates and timelines for implementation.
  • Coordinating with tribal officials, emergency management personnel, and other stakeholders to ensure that the updated plan reflects local needs and priorities.
  • Preparing a final Hazard Mitigation Plan document that meets FEMA guidelines and requirements.

Interested firms should submit a proposal in accordance to the Proposal Requirements on Pages 4 and 5.
