Contract description:

The Washington State Office of Minority and Women’s Business Enterprises (OMWBE) is issuing this Competitive Solicitation pursuant to RCW 39.26. Pursuant to this Competitive Solicitation, OMWBE intends to conduct a competitive procurement to award multiple contracts to consultants with expertise in construction or transportation consulting or construction services to provide technical training and assistance to OMWBE certified firms through various workshop topics as outlined in this solicitation.

Pursuant to this Competitive Solicitation, Enterprise Services intends to award Contracts by specified contract category, for the following contract categories:

• Category 1 – Estimating and Bidding Workshop
• Category 2 – Negotiating Contract Terms and Conditions Workshop
• Category 3 – Developing Statements of Qualifications (SOQs) for Design and Construction Workshop
• Category 4 – Request for Proposals (RFPs) Workshop
• Category 5 – Project Labor Agreements (PLA)/Community Workforce Agreements CWA) Workshop
• Category 6 – Apprenticeship Programs and Requirements Workshop
• Category 7 – Local and State Government Compliance Workshop
• Category 8 – Resolution of Disputes and Agreements Workshop
• Category 9 – Understanding Government Procurement Systems (Business Civics) Workshop
